In a large mixing bowl, combine the shredded cabbage, chopped green onions, eggs, apple cider vinegar, sea salt, and ground black pepper.
Stir in the coconut flour and baking soda until well combined. The mixture should be thick and hold together.
Brush a baking dish with olive oil or line it with parchment paper.
Pour the mixture into the prepared baking dish and smooth the top with a spatula.
Bake for 30–35 minutes, or until the top is golden brown and a toothpick inserted into the center comes out clean.
